**Title and Summary**
Senior Counsel, Regulatory Affairs
Overview
MasterCard's Global Regulatory team is responsible for liaising with key regulators and law enforcement
officials for the purpose of preventing or minimizing the impact of adverse regulations on the company's
profitability and growth potential. This position will report to the Assistant General Counsel, Regulatory
for Eastern Europe and Middle East Africa ("EEMEA") based in Johannesburg.
This position is part of the Global Regulatory team from a functional perspective and EEMEA regulatory
team from a regional perspective.
Role
The Senior Counsel, Regulatory Middle East and Africa role will assist in managing various regulatory
matters arising in the Eastern Europe and Middle East Africa (EEMEA) region of Mastercard. This individual
will:
- Support the development and execution of regulatory strategy in the region
- Proactively engage with central banks across the region to advance Mastercard's business strategy
across markets
- Engage on the timely submission of regulatory filings/submission and develop responses to requests
in accordance with internal processes and procedures
- Guide the organization by providing regulatory advice on various matters arising at the individual
country level as well as the region level
- Participate in multi dimensional projects across business units/regions, successfully navigating throu
ghout the organization by partnering effectively with individuals from other departments and delive
ring results
- Participate in the defense of the company in proceedings or quasi- proceedings with regulators in
the region
- Evaluating and identifying EEMEA and country level regulatory risk and support the teams with
assessing and implementing controls to mitigate risks
- Work in close collaboration with the EEMEA Government Affairs, Data Privacy and Region Counsel te
ams
- Collaborate with the global regulatory teams on key regulatory developments
All About You
- LLB or JD from an established and reputable law school
- Excellent written and oral communication skills a must.
- Experience in a regulatory position in a corporation, association or government context and/or as a
regulatory attorney in a law firm (preferably in the payments industry, banking or financial services
sector)
- Knowledge of financial and/or payments systems and services regulations
- Experience in applying for regulatory licenses
- Proven success in navigating multi-national organizations and operating effectively within a diverse
multicultural organization
- Must demonstrate a proactive, time sensitive, results driven approach in carrying out all duties,
obligations and responsibilities

This role blends executive administration with corporate legal coordination , requiring the ideal candidate to serve as an operational anchor, trusted advisor, and legal gatekeeper. You'll interface at board, investor, and regulatory levels while maintaining the agility of a modern, fast-scaling organization.
The organization is also considering engaging external General Counsel services from a leading power-sector law firm and the successful candidate may serve as the internal liaison and contract lead with such a firm making prior experience in corporate law, negotiation, or GC interfacing a major asset.
Key Responsibilities Executive & Strategic SupportManage MDs complex calendar, high-level engagements, and confidential communications
Prepare board briefs, business reviews, presentations, and executive talking points
Attend and represent MD in high-level internal/external meetings, as delegated
Drive follow-through on key decisions, action points, and stakeholder commitments
Legal & Corporate CoordinationDraft, review, and maintain contracts, MoUs, NDAs, board resolutions, and regulatory submissions
Liaise with external legal partners (including potential outsourced General Counsel) on key transactions and compliance issues
Maintain accurate, secure records for legal, corporate, and strategic documentation
Ensure internal governance processes and contracts adhere to industry standards
Project & Stakeholder ManagementCoordinate major strategic projects across departments and partner organizations
Build and maintain relationships with board members, regulators, investors, and government agencies
Track KPIs, project milestones, and executive priorities, ensuring alignment with MDs agenda
RequirementsIdeal Candidate ProfileEducation:
Minimum of LLB and BL ; LLM or MBA is a strong plus
Experience:
7-10 years in senior executive support, legal advisory, or corporate governance
Minimum of 3 years supporting C-suite or executive board
Experience in energy, power, infrastructure, or legal consulting sectors is preferred
Skills:
High-level legal writing and document review
Executive stakeholder engagement and representation
Calendar, task, and operations management for senior leadership
Professional discretion, emotional intelligence, and ethical judgment
Strong research, briefing, and analytical capabilities
Proficiency in MS Office, Google Workspace, Zoom, Teams, and productivity tools
