Job Title: Logistics Coordinator

Location: Maiduguri, Borno br>Employment Type: Full-time




Responsibilities
Under the responsibility of the Country Delegate, the Logistics Coordinator guarantees the logistics performance of the delegation. S/he is in charge of:

Designing and deployed the logistics strategy at the national level;
upport programs and projects on all logistical aspects at the various stages of the project cycle (project writing, implementation, reporting);
Implement and ensure respect of Tdh logistics framework (supply, fleet, equipment, stock, premises, IT…); < r> S rengthen logistics capacities, to all Tdh staff and external partners, on Tdh logistics framework (induction, briefings, training in the capital and on bases);
Coordinates the logistics activities of the delegation in close collaboration with the other departments.
Providing logistics support to the various field bases, and ensuring the harmonization of practices across delegation;
Define and implementing internal control mechanisms, processes, and measures to ensure adequate use of Tdh resources and assets.
Ensure optimization, efficiency, and safety of logistics workflows (both physical and informative);
Implementing an efficient monitoring system of logistics activities across the delegation.
In collaboration with the Country Delegate and/or the Security Advisor, s/he contributes to the development of the operational security strategy and ensure respect of the security SOPs on the delegation.
S/he hierarchically supervises the coordination’s logistics team and functionally all the delegation's logistics staff. < r>
Requirements

U iversity degree in Logistics / Transport / Administration or any other relevant degree
Proven experience as a logistician in an international NGO (minimum 5 years);
Experience in an emergency or unstable security context;
Experience in team management and experience in training/capacity building desired.
Mastery of logistics procedures;
Mastery of donor procedures (ECHO, SDC, CDCS, UNICEF, etc.).
Languages: English and local languages; French is an asset br> T Knowledge: Mastery of the usual tools br>

Job Title: Infection, Prevention and Control (IPC) Supervisor

Responsibilities

Carry out the functions and tasks associated to
n collaboration with each service activity manager/supervisor, maintain and support the day-to-day implementation of infection prevention and control practices includes standard precautions and risk assessment in health structures in all departments including sterilization, laundry and kitchen.
Based on a given patient-diagnosis, collaborates with the medical team to evaluate the need and support for IPC implementation, if needed, for transmission-based precautions (air, droplet and con-tact).
In collaboration with the service supervisor, implement transmission-based precautions for air, droplet and contact transmissible diseases when indicated, and monitor adherence.
Provide regular clinical and technical supervision, training and support to the staff on IPC related is-sues using existing tools such as audits, checklists, or surveillance.
Ensure that organizational aspects in the facility are respected (bed spacing, number of handwashing stations etc…), the correct ‘clean and dirty flows’ inside the healthcare facility and together with the Logistics Manager and Water and Sanitation Supervisor, that the essential WatSan requirements are available in the health structures.
Improve compliance with aseptic care technique and the correct use of antiseptics, detergent and disinfectants, through training and audits.
Ensur quality, correct and rational use of IPC material and equipment and monitor consumption in-cludes cleaning materials and equipment, PPE, etc.
As core member of the Infection Prevention and Control Committee, make sure the meeting is regular, lively and pro-active, facilitating the development and following up the Infection Prevention and Control Action Plan.
Participate and coordinate actively in other group/ as Antimicrobial Stewardship and Quality of Care.
Provide effective response in case of epidemics and MDRO alert/outbreak and activation of contingen-cy plan and outbreak response committee. br> ctive participation to nursing care regarding IPC aspects.
Elaborate regular reporting and meeting minutes to provide updated and reliable information about IPC activities.
Carry out administrative tasks together with HR regarding staff recruitment, training/induction, evaluation, potential detection, coaching, development, and communication to ensure the level, size, and amount of knowledge required.
Organize and coordinate the supervision of the team under his/her responsibility and participate in the associated HR evaluation processes.
Share regular feedback/reports to the IPC committee and concerned supervisors, NAM, MAM, MTL, PMR, and staff as needed on positive points that need improvement.

Requirements

Interested candidates should possess an OND / B.Sc Degree with at least 2 years work experience.

IPC standard precautions include Hand Hygiene, risk assessment at the point of care, appropriate patient placement, proper Personal Protective Equipment (PPE), prevention of accidental exposure to body fluids, safe and adequate treatment of re-usable medical devices, sterilization, aseptic technique, safe handling of laboratory samples, waste, waste management, cleaning and disinfection of surface and environment, safe linen management, respiratory hygiene and individual hygiene for staff, caretakers and patients.
WatSan's essential requirements include water supply, solid waste, medical waste management, water waste treatment/disposal, latrines and shower facilities, dead body management, and vector control.
Transmission-based Precautions (TBP) are the second level of essential infection prevention control and are to be used in addition to standard precautions for patients who may be infected or colonized with specific infectious agents for which additional precautions are needed to prevent infection transmission (contact, droplet, airborne).

Background
Since 2015, NRC Nigeria has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: Water, Sanitation, and Hygiene (WASH), Shelter, Education, Information, Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection. NRC provides immediate assistance during the onset of emergencies through the Rapid Response Mechanism (RRM). In 2021, NRC reached out to over 269,000 people with assistance. br>The crisis in Nigeria is marked by brutal violence against civilians, causing acute humanitarian needs and displacement. In the Northeast, the 13-year conflict has shattered lives, infrastructure, essential services, and social fabric.
Two million people are internally displaced across Borno, Adamawa, and Yobe states. Approximately half of these live within local communities, increasing pressure on scarce resources. Access to food is limited, particularly in Borno State, where most families are already facing crisis-levels of food insecurity. Civilians, including aid workers, continue to be the target of deadly attacks by non-state armed groups, and transport corridors are persistently insecure.
In the Northwest and North-central regions, violence and displacement are rooted in disputes over land and resources, which have been worsened by climate change. Criminality is on the rise. Livelihood opportunities are scarce, and children face an uncertain future, unable to access quality education. Many families have lost their identity papers while fleeing or never obtained them, which hinders their access to essential services.

The WASH Project Manager (Construction) is responsible for the design, development, and implementation of WASH infrastructure-related projects under the Education Core Competency. The Project Manager (PM) will oversee a small, integrated WASH/Shelter team within the Education program, ensuring effective implementation and delivery, capacity building and technical skills transfer to the team.
The PM will play a key role in supporting the delivery of quality infrastructure activities in schools across NRC’s area offices, with regular field visits for technical assessments, staff and contractor supervision, quality control, and validation of completed works. This includes reviewing and approving construction milestones, issuing certificates of completion, and ensuring that all infrastructure projects comply with NRC’s technical and minimum standards, donor requirements, relevant national regulations or cluster guidance, whilst ensuring consistency and quality.
What you will do


Ensure that the WASH service standards are met in the Learning Spaces whilst supporting Better Learning Outcomes and delivering services that meet the needs of students and staff
ommunity engagements notably during technical needs assessments, WASH in schools training, and participation in focus group discussions,community meetings, and other community mobilization activities.
Support in construction project budgets, including approval of appropriate Project expenses (within approval limit), tracking of project spending and financial obligations, verification of monthly budget-vs-actual reports, estimation of projected spending, and submission of monthly cash forecasts.
Support in the identification of training needs for partners and implement appropriate interventions in rural and urban contexts in coordination with other NRC programmes
In coordination with the M&E, monitor and follow-up on quality of services provided by NRC in the field. Make recommendations for improvement. Ensure timely and quality monitoring reports of WASH/Shelter activities to ensure high technical quality and transparent processes
Coordination and Representation: Develop and maintain working relationships and coordinate with relevant international and local agencies active in the related coordination platforms at the area level.
Project Management and Implementation: Provide leadership and management of all aspects of WASH facilities design, school construction design general construction planning, implementation, quality, and accountability.
Integrate community approaches, gender and disablement sensitivity, Do No Harm/protection mainstreaming, environmental sensitivity, and capacity building into all activities as appropriate.
Establish, manage, and coordinate work plans for all project activities, including adjusting in response to any changes in the security situation in close coordination with the other CC Managers and specialists.
Responsible for a management culture and a working and learning environment aligned with NRC's values and leadership/management framework.
Ensure that 10% retention on construction activities achieve their objectives within the set timeframe.
Ensure that activities promote accountability to beneficiaries, gender and protection sensitivity and effective inclusion in programming.
Provide regular reports at the required frequency and in the required manner, document the success, challenges results and any other obstacles that may affect the implementation of the activities keep detailed records.
Support in assessing, evaluating, reviewing and approval of all construction-related activities to ensure that accurate and timely information is available.
Conduct regular field visits to all project sites to ensure that construction activities are adapted to local needs, provide quality control assurance, and provide regular internal and external reports on Project status, as required.

What you will bring
Professional Competencies


Bachelor’s in Environmental Health, Public Health with a focus on WASH, Civil Engineering, Hydraulics, Hydrology, or Architecture. < r> M nimum 4 years of experience of working as a Project Manager in a humanitarian/emergency/recovery context
Solid knowledge of the principles of WASH/Shelter and Education in Emergencies and Market based approaches in a conflicting environment
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities < r> G od knowledge of English of both verbal and written communication.

Context-related skills, knowledge and experience


Proven knowledge in construction works, borehole construction/rehabilitation, irrigation infrastructure, water points, and latrines construction/rehabilitation, School construction and rehabilitation etc.
Proven track record in managing and delivering projects effectively
Project design skills and a good command of computers (Windows, Word, Excel, PowerPoint, CAD software);.
Good knowledge of the use of NEAT+ tool.
Good capacity for planning and monitoring of activities.
Have good knowledge/experience in conducting qualitative/quantitative assessments and in responding adequately to identified gaps
Ability to work in a team and in a heterogeneous environment.
Have a good knowledge of the local cultures and languages of the areas of intervention
Experience in cash based approaches is an added advantage
