Position Overview

The Country Sales Manager – Nigeria will lead Rashmi Metaliks' business in one of Africa's most strategic markets. UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results.

Background and Rationale

United Nations Population Fund (UNFPA) with funding from the Government of Norway is implementing the project titled "Advancing Access to Comprehensive Sexual and Reproductive Health and Rights of Adolescent Girls and Women". The project, working with the Government of Nigeria and key stakeholders, seeks to improve access to sexual and reproductive health services and rights of Women and Adolescents in Gombe, Akwa Ibom and Kaduna State through improving the availability of quality Sexual and Reproductive Health (SRH) services including Family Planning (FP), emergency obstetric and newborn care (EmONC), Obstetric Fistula Care and Gender-Based Violence services for adolescent girls and women of reproductive age; increasing access to sexual reproductive health information and life skills for adolescent girls and boys; and strengthening operational capacities of national partners and community-based organizations to address barriers related to Family Planning and social /gender norms to improve access to SRH services, prevention of GBV and harmful practices, through policies, plans and accountability frameworks. The key interventions of the project include upgrading health facilities to deliver quality sexual and reproductive health services, strengthening of human resources for health in health facilities and at the community level, provision of sexual reproductive information and life skills for adolescent girls and boys, traditional & social media campaigns for behaviour change communication, and advocacy & community engagement.

As part of the project results, 180,000 women of reproductive age (aged 15-49 years) will have access to SRH information and services including contraceptives and family planning, 2,000 women and girls living with complications of obstetric fistula will have access to obstetric fistula treatment and reintegration services, 520 health workers will be strengthened to deliver SRH services, and 6500 adolescent girls will receive numeracy, literacy, life skills and SRH information.

Monitoring and evaluation practices were carried out throughout the project, beginning with a baseline assessment conducted in 2023 to serve as a benchmark for the project. The baseline assessment provided baseline data and information on: 1) the level of knowledge on FP among adolescents and women 2) the operational status of the facilities (health facilities & Schools) in each target LGA within the selected states, and, 3) the drivers and barriers to SRH services in target LGAs. The baseline assessment established a solid foundation for project implementation across the intervention sites. Subsequently, monthly monitoring reports were developed to track progress and document key achievements and challenges.

The forthcoming endline evaluation will be conducted at the conclusion of the project and will assess performance across the entire implementation period.

Purpose of Consultancy

The purpose of the endline evaluation is to assess the project's overall performance in achieving its intended outcomes, identify best practices and lessons learned, and provide recommendations for future programming.

Objectives of the Evaluation

  • Assess the relevance, effectiveness, efficiency, sustainability, and impact of the project interventions.
  • Measure progress against project targets and indicators, comparing endline findings to baseline values.
  • Evaluate the extent to which the project improved access to and utilization of SRH/FP, EmONC, and fistula services among women and adolescent girls.
  • Identify enabling and limiting factors affecting implementation and outcomes across the three states.
    Provide actionable recommendations to guide similar future interventions and national scale-up.

Evaluation Questions (Indicative)

  • How effective were the strategies employed to increase access to SRH/FP, EmONC, and OF care?
  • Were project resources used efficiently and equitably?

Scope of Work - Description of Services, Activities, or Outputs

The Lead Consultant will be responsible for the following tasks:

  • Survey Design and Planning
  • Develop a detailed endline survey methodology, including sampling framework, data collection tools (quantitative and qualitative), and analysis plan.
  • Ensure tools are gender-sensitive, culturally appropriate, and aligned with UNFPA and national guidelines.
  • Lead ethical review submission processes (if applicable).
  • Develop an inception report outlining methodology, work plan, and deliverables.
  • Capacity Building and Training
  • Recruit and supervise a team of forty-eight (48) field enumerators and supervisors.
  • Conduct training on data collection protocols, research ethics, and use of digital tools (e.g., tablets, ODK, Kobo).
  • Data Collection Oversight
  • Provide overall leadership and quality assurance during data collection in selected states/communities.
  • Ensure strict adherence to ethical standards, including informed consent, confidentiality, and protection of vulnerable populations.
  • Data Analysis and Reporting
  • Lead quantitative and qualitative data analysis.
  • Compare baseline and endline findings to assess progress.
  • Draft a comprehensive report, including an executive summary, methodology, key findings, conclusions, and actionable recommendations.
  • Develop data visualization (tables, charts, infographics) to support dissemination.
  • Dissemination and Knowledge Sharing
  • Present preliminary findings to UNFPA and stakeholders for validation.
  • Finalize the report based on feedback.
  • Prepare a PowerPoint presentation and policy brief for dissemination meetings.
    Ensure proper documentation, storage, and handover of all data and evaluation-related materials at the end of the assignment.

The team of consultants will work with UNFPA Nigeria M&E focal point to develop a detailed work plan possibly in a Gantt chart that shows each activity to be embarked upon and dates for important milestones towards the submission of the Final endline evaluation Report. The table below shows a tentative timeframe and key milestones for the consultancy process.

  • Utilization of a multiple method approach for data collection that includes, at minimum: document review, structured questionnaires, focus group discussions and individual interviews and project/field visits. The team will use triangulation as a central method, drawing information from multiple sources

Knowledge and Experience:

  • At least 5 years of relevant post-graduate professional experience related to research, monitoring & evaluation, program/project evaluation in the public sector linked to reproductive health and rights issues.
  • Experience in developing and managing Focus Group Discussions, Interviews, and Surveys.
  • In-depth knowledge of humanitarian issues and challenges, as well as Nigeria government policies, substantive knowledge of health development programmatic areas of UNFPA work in the country as well as experience conducting evaluation of public health and education projects.
  • Substantive knowledge of RMNCAH, SRH/FP, Maternal Health, Education and Gender programming and service provision.
  • Capable of establishing and recruiting a network of local researchers who will assist in conducting the evaluation.
  • Proven team leading and managerial experience.

The Consultant's fees will be paid in line with the following schedule and upon acceptance of key deliverables:

  • Upon approval of the final draft of the endline evaluation Inception Report (assessed by the Hiring Officer): 25%
    Upon satisfactory completion of the assignment (assessed by the Hiring Officer) at the end of the endline evaluation and Final Report submission: 75%.

The data collector's fees will be paid to the lead consultant for onward disbursement to the data collectors in line with the following schedule and upon acceptance of key deliverables:

  • Upon submission of fully signed list of data collectors engaged for the endline evaluation (assessed by the Hiring Officer): 50%
    Upon completion of data collection and submission of fully signed data collection daily register (assessed by the Hiring Officer): 50%.

For each payment schedule for the data collectors, the lead consultant is to submit a fully signed payment register for the disbursement of funds to the data collectors.

Quais serão as suas responsabilidades?

  • Realizar o recebimento de materiais e/ou equipamentos, analisando os respectivos documentos fiscais em conformidade com sua natureza operação, validando se seus dados estão aptos para recebimento, conferindo os volumes e emitindo relatório de inconsistências quando necessário. Alocando os materiais conforme as suas particularidades em locais específicos aguardando o processamento do seu respectivo documento fiscal;
  • Apoiar nas atividades de conferência de materiais e/ou equipamentos, visando garantir a conformidade das especificações técnicas, qualitativas (Part Number) e quantitativas entre o solicitado no pedido de compra e o faturado pelo fornecedor;
  • Realizar o armazenamento de materiais e/ou equipamentos recebidos e liberados pela inspeção qualitativa, obedecendo aos procedimentos de estocagem, unitização de materiais por lotes, em conformidade com seus prazos e validades em atendimento a metodologia FIFO, avaliando constantemente seu giro (entradas e saídas) na rotina do Almoxarifado para uma gestão otimizada e funcional das operações de logística interna, reduzindo o esforço físico e tempo de execução para disponibilização do material à operação. Identificar e alocar fisicamente estes materiais e/ou equipamentos, conforme suas respectivas especificidades (ex.: produtos químicos, inflamáveis, explosivos, controlados pela PF e ministério do Exército, etc), a fim de garantir os requisitos exigidos de conservação, qualidade e endereçamento físico x sistêmico, com o objetivo na redução impactos à organização;
  • Realizar periodicamente análises de preservação e conservação dos materiais e/ou equipamentos recebidos e armazenados, usando recomendações técnicas (temperatura, umidade, exposição ao sol e intempéries, etc) e aplicando embalagens e/ou protetores químicos, a fim de garantir a integridade e aplicabilidade dos mesmos;
  • Realizar atividades de expedição/entrega de materiais e/ou equipamentos, de forma ordenada e organizada, buscando a execução de um atendimento seguro e ágil, fornecendo materiais e/ou equipamentos em condições de uso, resultando em uma disponibilidade do material num menor tempo possível;
  • Realizar as atividades de avaliações periódicas dos materiais, equipamentos armazenados, estrutura de armazenagem e dos depósitos de estocagem, obedecendo à rotina prevista na atividade, a fim de garantir as condições para uma estocagem de qualidade dos materiais e/ou equipamentos armazenados. Reportar e apoiar nas tratativas das não-conformidades detectadas, segundo procedimento operacional da empresa;
  • Apoiar as atividades relacionadas à execução dos inventários periódicos de estoques, executando e registrando contagens no sistema ERP, auxiliando na apuração de inconsistências e consolidações contábeis, a fim de assegurar a mensuração dos itens armazenados;
  • Inventariar, formar lotes e segregar materiais e/ou equipamentos disponibilizados a leilão, conforme suas características, agregando valor a estes, acompanhar as visitas técnicas de arrematantes e expedir materiais arrematados;
  • Realizar movimentações de materiais ou equipamentos com perícia e em conformidade à análise de risco desta, buscando mitigar condições inseguras que possam resultar em incidentes com dano pessoal e material, inseridos nas constantes atividades de rotina do Almoxarifado, devendo utilizar de equipamentos como ponte rolante, empilhadeira motorizada, empilhadeira elétrica, paleteira manual, paleteira elétrica, carro elétrico e veículos automotores, necessitando estar habilitado ou credenciado para esta atividade conforme NRs (normas regulamentadoras) e RPV (Regras Pela Vida), se aplicável;
  • Apoiar nas atividades de lançamentos de notas fiscais e conhecimentos de transporte, atendendo os requisitos de compras, financeiros, contábeis e fiscais, gerando informações integradas. Dar apoio nas emissões de notas fiscais de devolução aos fornecedores, transferências entre centros e vendas de materiais e ou equipamentos. Dar apoio nas emissões de notas fiscais de simples remessa para conserto, empréstimo, teste ou troca em garantia, liberar e enviar faturas para pagamento, atendendo prazos determinados;
  • Realizar e monitorar atividades conforme procedimentos operacionais e instruções de trabalho estabelecidas pela organização, a fim de garantir o cumprimento da Política do Sistema Integrado de Gestão e os Programas da Qualidade, Meio Ambiente, Saúde e Segurança, normas e SOX (lei Sarbanes-Oxley), vigentes na companhia.

O que procuramos?

  • Ensino médio – completo;
  • Experiencia anterior e /ou conhecimento em operações fiscais; (escrituração de notas fiscais e fretes)

Desejável

  • Ensino técnico – em andamento ou completo (Logística, Administração ou áreas correlatas);
  • Experiência no seguimento de indústria química ou fertilizantes;
  • Experiência em sistema ERP voltado ao seguimento de logística e armazenagem;
  • CNH válida – categoria B ou superior;
  • Curso de condutor de empilhadeiras – NR 11.

language Annotators for a Writing and Annotation project.

Task description:

(1) Writing Task:
You will be shown a text (i.e. starting of a paragraph/ context). You need to complete the paragraph with words.

(2) Annotation Task:
You will be shown texts in Fula (ADLaM script) corresponding to a writing assistant's output based on a user's transcription. Each text will have a user's transcription (in one paragraph, which may or may not contain specific user requests) as grounding context. The output should organize the transcription into a well-structured document. Your job will be to judge each of the texts based on the following metrics:

1.Linguistic acceptability (does the text sound right?)

2.Quality of the output with respect to the feature (did the model do what it was instructed to do?)

3.Hallucinations (is there any invented content?)

4.Low-quality content (what is the general quality of the output?)

Work load: Up to 25 hours to complete all the sentences available

Estimated time to complete the task: up to 25 hours (10-12h per week)

Qualification path

Requirements:

To be eligible to be considered for the Project you must meet the following criteria:

  1. Excellent communication and writing skills in Fula with ability to write and read in the ADLaM script
  2. Currently located in Nigeria
  3. Pass the English Fluency Test
  4. Experience in writing, annotation or similar tasks is a plus.
  5. Over 18 years old.
  6. Access to a computer (desktop/laptop) and stable Internet connection

Job Purpose
The POS Technician is saddled with the responsibility of repairing, supporting, and maintaining the Point of Sales (POS) and related devices. Work involves maintenance and support of all POS terminals ( Linux and Android, Mpos, and Kiosk) within our distribution network.

Responsibilities

  • Work closely within the hardware department to manage the end-to-end repair process.
  • Provide second-level support on hardware-related issues.
  • Manage & Coordinate Terminal Repair Centers across our network
  • Perform other duties as delegated and assigned by his/her Line Manager

Requirements

  • Minimum of B.Sc./HND in any related discipline
  • At least 2 years of experience in a related role.
  • Proficient in English
  • Technical ability to carry out repairs on PAX, Aisino, Smartpeck, and Topwise Terminals.
  • Good computer skills. Must have knowledge of the Microsoft Office Suite (Excel, Word and PowerPoint)
  • Good communication and interpersonal skills
  • Ability to work with limited supervision.
  • Must be self-driven and be able to take initiative
  • Good Relationship skills and emotional intelligence skills
  • Experience with the Agency banking business would be an added advantage.
  • Must be resident in Gombe State.
